Downloaded speech models and settings remain on the Mac. Commercial builds may contact the selected license provider only after explicit activation, refresh, deactivation, checkout, or recovery actions.

The final policy still requires the legal entity, provider disclosures, contact route, retention, processing locations, and applicable user-rights language.
